In February 2014, the Civil Aviation Administration of China (CAAC) introduced the Opinions Guiding the Development of Low Cost Carriers, stating that it will continue creating a loosened route entrance environment, improving the flight slots allocation policy, further lowering the threshold level needed to eastablish low cost airlines and their subsidiaries, and simplifying the examination and approval procedures. The CAAC will also work to formulate the industry standards or guidance over the construction of low cost carrier terminals.

Globally, low cost carriers have increased their market share in America, Europe and Asia Pacific, with more than 170 LCCs being in operations, representing 26% of the world air transport market. The LCCs in China, however, occupy a mere 5% share of the air transport market, highlighting an obvious gap with the European and Southeast Asian markets. Nevertheless, with the rapid growth of the Chinese economy and its air transport market, especially against the background of government cutting spending on luxury business trips, LCCs are expected to witness an eruptive growth.

Shenzhen is the first special economic zone in China as well as an important high-tech manufacturing and research and development base in south China. Every year, there will be a huge number of tourists visiting Hong Kong via Shenzhen thanks to the geographical proximity. This provides sufficient source of passengers for Shenzhen to develop the low cost aviation market. On the facility construction side, the second runway and the new Terminal 3 of Shenzhen Airport have already been launched into operations. The old Terminal A and B could be used for LCCs.

Spring Airlines is the first LCC in China, headquartered in Shanghai. It has a fleet of 40 180-seat Airbus 320s, flying to over 70 domestic and international destinations. Its average passenger load volume reaches 95%, which makes it the airline with the highest average passenger load volume in the world.
